Feedback: add normative marker.
From http://docs.oasis-open.org/templates/TCHandbook/ConformanceGuidelines.html: Normative statements MUST be referenceable so that a statement may be referenced from another part of a specification, but more importantly so they can be referenced from Conformance Clauses.
